It boasts the largest proportion of plains and the most gently sloping terrain among all cities and counties in Taiwan, and has the largest area of arable land in the country. The city is rich in cultural relics and diverse cultural traditions. Tainan has numerous industrial parks covering high-tech, precision machinery, and traditional manufacturing, including the Tainan Science Park, Yongkang Technology Industrial Park, Liuying Industrial Park, and Tainan Industrial Park. Tainan is a multicultural city that integrates culture, technology, and industry.

Project Brief

To integrate surveillance equipment and systems deployed by different units to meet their needs, the Tainan City Government has implemented a smart cloud-based control system. This system connects to surveillance cameras related to mobile pollution sources, integrating real-time information such as license plate recognition, noise levels, and live video streaming. AI-powered intelligent analysis is then incorporated for systematic management, strengthening the enforcement and control of high-polluting vehicles and developing control strategies for mobile pollution sources and noisy vehicles. Furthermore, the system incorporates data from a mobile pollution source database to analyze and create pollution potential maps, further enhancing control strategies and improving pollution control effectiveness. Additionally, the system's technological integration of case alerts and management improves the efficiency of adjudication and administration.

Project Need

Previously, each unit installed surveillance cameras according to its own needs. For example, the transportation unit installed cameras to meet traffic demands, while the environmental protection unit installed cameras to control diesel vehicles, scooters, or air quality maintenance zones. Each unit or project could only collect and analyze data from its own installed equipment. The innovation of this system lies in integrating real-time information from all units, and the project installed surveillance cameras, noise detectors, live video streams, and air micro-sensors. This information is compiled into a big data database of mobile pollution sources in Tainan City, and vehicle registration data and historical penalty information are imported. Subsequently, through AI-powered intelligent analysis, comprehensive air pollution control strategies are formulated and implemented, and air pollution trend analysis is conducted to predict potential air pollution events and prevent and respond to them in advance.

User Experience

Tainan City's Smart Cloud Control System for Mobile Pollution Sources integrates equipment information and various related data, incorporates AI for big data analysis, and provides a visual interface for personnel involved in mobile pollution source control to develop control strategies and make informed decisions. This enables precise control measures and air pollution trend analysis, aiding in the development of air pollution prevention and response strategies. The system also integrates and manages adjudication cases, automating comparisons to reduce manpower and potential oversights, and provides adjudication process prompts to increase administrative efficiency.

Project Marketing

Through statistical analysis, control strategy formulation, and implementation of this system, Tainan City stopped sending postcard notifications for scooters that have not undergone scheduled inspections starting in 2025, and the SMS notification return rate increased by 2.2% compared to the previous year; the limited inspection rate for diesel vehicles increased by 49.4% compared to the previous year; regarding air quality maintenance zones, 921 scooters and 1,764 diesel vehicles have been removed from the existing three air quality maintenance zones, and a fourth air quality maintenance zone will be added in July 2026; in terms of license plate recognition: a total of 228,043 vehicles have been identified, including 217,662 scooters and 10,381 diesel vehicles, with a motorcycle notification return rate of 72%; in terms of noise control: the number of noise complaints in 2025 decreased by 34% compared to 2022, making it the city with the fewest noise complaints among Taiwan's six special municipalities, and the best control.

Project Privacy

The Tainan City Mobile Pollution Source Smart Cloud Control System, in addition to connecting with relevant mobile pollution source control project equipment and unit equipment information, proactively imports vehicle registration data, household registration data, and penalty data, comparing them with license plate recognition results for further analysis. All information within the system involves public privacy and is therefore only available to personnel involved in mobile pollution source control, and must adhere to confidentiality regulations, prohibiting the provision of system information to unauthorized personnel in any form.


The provision of timely government services has been transformed as applications and sites are developed and implemented to either replace or complement previous methods. Be it the delivery of current and up to date critical information, compliance, community support and engagement, notification and registration or providing greater accessibility to government resources.
