Project Overview
The reimagined Metro Tasmania app represents a significant leap forward in digital government services, transforming how Tasmanians interact with public transport through a comprehensive mobile solution that puts real-time information directly into commuters' hands. Released in February 2025, this major update to the app featured live bus tracking with sophisticated journey planning to bring unprecedented transparency to public transport.
At the heart of the app is a real-time tracking system that visualises the exact location of buses across Tasmania's network, eliminating the uncertainty that has historically plagued public transport. Users can now see precisely where their bus is, receive accurate arrival predictions, and make informed decisions about their travel, a fundamental shift from the static timetable experience of the past.
With over 30,000 monthly active users, the app has become an essential utility in Tasmanians' daily lives. Its immediate impact was evidenced by a remarkable 40% month-on-month increase in usage following the introduction of real-time tracking, demonstrating the public's appetite for reliable transportation information.
We believe the Metro Tasmania app exemplifies best practice in digital government services by combining data transparency, user-centred design, and practical functionality to deliver genuine public value. By reducing uncertainty and enhancing convenience, the app directly supports wider policy objectives around increasing public transport adoption, reducing traffic congestion, and lowering transport-related emissions, all while improving the daily experience of thousands of Tasmanians.

Project Brief
"Imagine never having to wonder where your bus is again."
This vision formed the cornerstone of Metro Tasmania's ambitious brief to revolutionise public transportation through digital transformation. The challenge presented was multifaceted: create an intuitive mobile experience that not only shows users exactly where their buses are in real-time but seamlessly integrates every aspect of the public transport journey, from planning to payment to real-time updates.
Metro Tasmania approached Ionata Digital with a clear mandate: transform an outdated app into a comprehensive transport companion that would set a new benchmark for digital government services in Australia. The brief called for a ground-up rebuild focused on placing the citizen experience at the centre of every design decision.
Key requirements included integrating real-time bus locations across Tasmania's entire network, creating an intuitive journey planner that accounts for real-time conditions, enabling personalised features like favourites and nearby stops, integrating GreenCard management functionality, and implementing a robust notification system for service disruptions.
The solution needed to accommodate diverse user groups—from tech-savvy university students to seniors with limited digital experience—while ensuring high performance even in areas with limited connectivity. The app had to function as both a planning tool for occasional users and a daily essential for regular commuters.
This wasn't simply about building an app—it was about fundamentally reimagining the relationship between Tasmanians and their public transport system through thoughtful digital design.
Project Need
For decades, uncertainty has been the defining feature of bus travel in Tasmania. "Is my bus coming?" "Has it already left?" "Should I wait or find another way?" These questions plagued commuters daily, creating a fundamental barrier to public transport adoption and undermining confidence in the system.
The Tasmanian Government recognised this critical challenge and, through the Department of State Growth, made a significant investment in real-time location tracking infrastructure across the entire Tasmanian public transport sector.
This government-led investment in transport technology, implemented in partnership with transport technology provider Mattersoft, created the backbone infrastructure to track all general access services provided by various operators, including Metro Tasmania. With this crucial data pipeline established, Ionata Digital was entrusted with designing an app that could transform this technical capability into a meaningful citizen experience.
The need extended beyond mere convenience. Tasmania faces growing challenges with traffic congestion in urban centres, particularly Hobart, where peak-hour congestion has increased by 25% over five years. Increasing public transport utilisation is critical to addressing this issue, but research indicated that unpredictability was the primary factor deterring potential users.
By leveraging the Government's investment in real-time tracking infrastructure, the Metro Tasmania app promised to remove barriers to public transport adoption while delivering substantial improvements to the daily lives of existing passengers, transforming a fundamental government service through collaborative digital innovation between public agencies and specialist developers.
User Experience
The Metro Tasmania app delivers a transformative user experience built around a singular principle: eliminating uncertainty from public transport. Every feature, interaction, and design element serves this central purpose, creating a journey that feels reassuringly predictable from the first touch.
At the foundation of this experience is the Tasmanian Government's investment in real-time location tracking across the entire public transport network. Through the Department of State Growth's investment, comprehensive real-time data became available for all public transport operators. Ionata Digital's challenge was to transform this technical infrastructure into an intuitive, citizen-focused interface that delivers genuine public value.
Upon opening the app, users are immediately presented with their most relevant information—nearby stops, favourite routes, or saved journeys—with real-time bus locations prominently displayed on an intuitive map interface. This immediate orientation eliminates the cognitive load typically associated with transport planning, allowing users to make informed decisions within seconds.
The real-time tracking feature represents the core experience breakthrough. Buses appear as moving icons on the map, with precise arrival predictions continuously updated based on current position and traffic conditions. Colour coding intuitively communicates whether services are running on time, slightly delayed, or significantly behind schedule. Users can set proximity alerts to notify them when their bus is approaching, freeing them from constantly checking the app.
The success of the user experience stems from the seamless integration of data infrastructure with thoughtful interface design.
Project Marketing
The marketing strategy for the Metro Tasmania app centred on a powerful truth: seeing is believing. Rather than relying on traditional promotional channels, the campaign focused on demonstrating the transformative experience of real-time tracking to create immediate, authentic advocacy among users.
The official launch leveraged governmental authority to maximise visibility, with the Minister for Transport and Metro Tasmania CEO personally unveiling the app to media and stakeholders. This high-profile event generated substantial earned media across television, radio, print, and digital channels throughout Tasmania, establishing the app as a significant government initiative rather than merely a technical update.
On-vehicle promotion formed the campaign's backbone, with QR codes and promotional materials placed strategically on every Metro bus, targeting existing passengers at their moment of highest interest. "See where your bus is—before it arrives" messaging directly addressed the core passenger pain point, while "Travelling with us has never been easier" became the campaign's memorable tagline.
The results speak to the campaign's effectiveness: a 40% month-on-month increase in usage following the launch, with the app reaching over 30,000 monthly active users, representing approximately 15% of Greater Hobart's adult population. Most significantly, public transport ridership data showed a 12% increase in the three months following the launch, demonstrating that improved digital services directly influenced real-world behaviour.
By focusing on authentic user experience rather than promotional hyperbole, the marketing successfully positioned the app as an essential public utility rather than just another government digital service.
Project Privacy
From conception, privacy was treated not as a compliance exercise but as a fundamental design principle, resulting in a solution that respects user autonomy while delivering enhanced service.
A "privacy by design" approach guided development, with data minimisation at its core. The app collects only information essential to its operation, with location based services implemented using ephemeral processing that doesn't persist user movements. This architecture ensures that while users can see where buses are, the system doesn't unnecessarily track where people are going.
For GreenCard integration, a sophisticated tokenisation system enables account management without exposing financial details within the app. This separation of payment functionality from travel planning creates a structural safeguard against potential data correlation risks.y settings are accessible through a single tap from any screen, allowing users to adjust location permissions, notification preferences, and data retention options without navigating complex menus. All data usage is explained in straightforward terms, avoiding legal jargon in favour of plain English explanations of what information is collected and why.
By demonstrating that highly functional government services can operate without excessive data collection, the Metro Tasmania app offers a template for privacy-respecting digital government that serves citizens without surveilling them.
